New Delhi CNN —India’s Ministry of External Affairs summoned a US State Department official after the department called for a fair legal process for opposition leader and Delhi chief minister Arvind Kejriwal following his arrest last week. “We take strong objection to the remarks of the Spokesperson of the US State Department about certain legal proceedings in India,” the Ministry said in a statement Wednesday. The Ministry of External Affairs on Wednesday summoned Gloria Berbena, the State Department Minister-Counselor for Public Diplomacy, according to a diplomatic officer with knowledge of the matter. At a briefing later on Wednesday, State Department spokesperson Matthew Miller declined to discuss “private diplomatic conversations” when asked about Berbena’s summoning, but stood by the department’s previous comments. India’s main opposition, the Indian National Congress, has also accused the BJP of using the tax department to “cripple” their finances.

New Delhi CNN —A court in India’s most populous state has effectively banned Islamic schools by striking down on a law governing madrasas, weeks before a nationwide election that could further polarize the world’s largest democracy along religious lines. The Allahabad High Court in Uttar Pradesh on Friday declared the Madrasa Act of 2004 to be unconstitutional, according to a court order seen by CNN, while ordering the state government to move students enrolled in the Islamic system into mainstream schools. While the Allahabad High Court order cited India’s constitutional separation of religion and state in its reasoning for ruling against madrasas, it is Modi who has been frequently accused by critics of dismantling India’s secular traditions. Many Muslims and critics of the BJP have raised concerns that India’s secular fabric is also being eroded as anti-Muslim hate speech make frequent headlines and Muslim-owned properties face demolitions. In December 2020, the northeastern state of Assam passed a law to convert all Islamic schools to regular education institutions.

India holds a general election between April and June that Modi's Bharatiya Janata Party (BJP) is widely expected to win. The BJP's Tripathi responded that Muslim BJP leaders had no reason to fear because their community equally benefits from various government welfare programmes. Friday's order applies to all madrasas in the state, whether funded privately or by the government, Javed said. The court did not give a timeline for its order, but Javed said madrasas are unlikely to be closed right away. The northeastern state of Assam, also ruled by the BJP, has been converting hundreds of madrasas into conventional schools.

Indian State's Polygamy Ban Divides Some Muslim Women

For others like Jafar, Muslim politicians and Islamic scholars, it is an unwelcome stunt by Prime Minister Narendra Modi's Hindu nationalist party. A 2013 survey found 91.7% of Muslim women nationwide saying a Muslim man should not be allowed to have another wife while married to the first. The Supreme Court in 2017 found the Islamic instant divorce unconstitutional, but the order did not ban polygamy or some other practices that critics say violate equal rights for women. The All India Muslim Personal Law Board called the code impractical and a direct threat to a multi-religious Indian society. "Banning polygamy makes little sense because data shows very few Muslim men have more than one wife in India," said board official S.Q.R.

Framing a national common law has been one of the three core, decades-old promises of Modi's Bhartiya Janta Party (BJP). The northern state of Uttarakhand, nestled in the Himalayan foothills, is expected to unveil a Uniform Civil Code (UCC) bill next week, officials said. In comparison, about 9 million people visit Vatican City in a year and about 20 million Mecca. Since Modi inaugurated the Hindu pilgrimage site of Kashi Vishwanath Corridor on the banks of the Ganges in 2021 in his constituency of Varanasi, more than 130 million tourists have visited the area, according to government data. With nearly $200 billion in revenue, tourism contributes about 7% of India's economy, which is below most large emerging and developed economies by up to 5 percentage points. The new temple and renovations of many others are likely to greatly boost the electoral prospects of the Hindu nationalist party of Modi, who is widely expected to win a rare third straight term in general elections due by May. India Counts Down to Opening of Grand Ram Temple in Ayodhya

"The construction of the Ram Temple is an instrument to unite the country," Modi said in a message published on newspaper front pages ahead of a spectacle that will be watched by millions of Indians at home and abroad. India's Hindus say the site is the birthplace of Lord Ram, and was holy to them long before Muslim Mughals razed a temple at the spot to build the Babri Masjid, or mosque, in 1528. Nearly 8,000 people are expected to attend the invitation-only ceremony, from top business leaders to movie stars and sportspersons. More than 10,000 police personnel have fanned out across the city of 3 million people to provide security and keep out gatecrashers. The temple opens to the public on Tuesday and its management expects at least 100,000 visitors a day for the first few months.

He has ensured this with the Ram Temple,” said Nilanjan Mukhopadhyay, an expert in Hindu nationalism and author of a book on Modi. Modi’s Hindu nationalist party is expected to once again exploit religion for political gain in the upcoming national elections in April or May and secure power for a third consecutive term. The mosque was demolished by Hindu mobs in December 1992, sparking nationwide riots that killed more than 2,000 people, mostly Muslims. That fraught history is still an open wound for many Muslims, and some say the temple is the biggest political testament yet to Hindu supremacy. Modi has released postage stamps on Ram Temple, and live screenings of the ceremony are planned across the country.

The dispute had scarred relations between the communities for decades and the destruction of the mosque sparked nationwide riots that killed 2,000 people, mostly Muslims. India's top court said in 2019 that the razing of the mosque was unlawful, but ruled that evidence showed there was a non-Islamic structure beneath it. It ordered that the site be given to Hindu groups to build a temple and Muslim community leaders be given land elsewhere in the city for constructing a mosque. While construction of the $180 million temple began within months and the first phase is set to open on Monday, Muslim groups have struggled to raise funds and begin work at a desolate site about 25 km (15 miles) away. A crowd-funding website is expected to be launched in the coming weeks, said Shaikh, who is also a BJP leader.

But like many of the town’s 500,000 Muslims, 65-year-old Maulana Badshah Khan says he’ll be staying at home. And tens of thousands of pious Hindus are thronging to the small town to place flowers and gifts inside the temple. “They will call for Muslims to be expelled from Ayodhya or demand a Hindu Rashtra (nation),” he said. Mahboob, one of the petitioners who fought for the Babri mosque in the Supreme Court, said for most Muslims of Ayodhya, its construction does not hold emotional sway.
